Heinz (ハインズ, Hainzu?) is an elite member of the USTA who serves as assistant commander of the USTA moonbase under Stephen D. Kenny, sharing a deep trust with the commander he serves. His cool, analytical style makes him seem difficult to approach, but this first impression is highly inaccurate, as his numerous female fans in the USTA will attest. He has a habit of fidgeting with his eyeglasses while talking.

An elite member of the USTA who serves na assistant commander of the USTA moonbase under Stephen D. Kenny, sharing a deep trust with the commander he serves. Story[]

Heinz is first seen at the very beginning of the game walking into Moonbase's main command center alongside Commander Kenny. He silently watches as Deputy Director Shimada complains to Commander Kenny about having to oversee the opening ceremony in Commander Kenny's place. After Shimada and his three subordinates leave the room, Heinz tells Commander Kenny that, since a number of government officials were expected to attend the ceremony, Kenny's presence would probably have been nothing more than a distraction. Commander Kenny then tells him that the ceremony was mainly a formality and that the two of them will watch as the five SRF ships begin their mission and head for Aeos.

Later on, while the SRF-003 Calnus is travelling to Arcturus VIII, Heinz contacts the Calnus and speaks to its current captain, Edge Maverick, who replaced the previous captain, Grafton, following the events on Aeos. While speaking with Edge, Heinz tells Edge that he had heard about him from Grafton and Commander Kenny and says that they both have high expectations for Edge.

Some time after this, Heinz is seen alongside Commander Kenny after Kenny is ordered by Deputy Director Shimada, who had dismantled the SRF after the Eldarians accused Earth of destroying Eldar, to destroy the remaining SRF ships in order to make it look like the SRF never existed. He then watches as Commander Kenny allows the Calnus to go on its way. Afterwards, Commander Kenny asks Heinz about how they should report this to the USTA. Heinz then thoroughly explains the 'contradicting loophole' within their order: how could they destroy the SRF ships if the SRF did not exist? Hearing this, Commander Kenny states that that is a charade he can work with.
